Two more people have been arrested in connection with a theft at Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, as stated by law enforcement.

A man, 24, was taken into custody in Lambeth for suspected robbery and assault and a woman, 23 was detained for suspected conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

The arrests follow an investigation into an attack at the multi-level parking garage at Terminal 3 on Sunday. Before the attack, a pair of female travelers had stolen from them their suitcases upon exiting a car park lift.

A toddler aged three was among the injured during the incident. Five people went to hospital for medical care and were later released.

Officers arrested a man in his thirties on suspicion of robbery and assault near the scene. He was subsequently released under investigation while inquiries continue.

Authorities were called at about 8:10 in the morning GMT following reports of a number of individuals hurt by a noxious substance thought to be an irritant spray.

The assault - an event that police said was isolated and not considered terrorism - caused train delays and the partial closure of the Central Terminal Area tunnel and the T3 car park for a short time.
